Architectural Practice Board of South Australia
Elections for the Architectural Practice Board of South Australia are held every three years. The board is composed of three elected members and four other appointed members.
Election of three (3) Registered Architects to the Board
An election is to be held to appoint three registered Architects to the Architectural Practice Board of South Australia, in accordance with the Architectural Practice (Election) Regulations 2025.

Eligibility
All registered Architects listed on the roll as of 5pm Friday 26 September 2025 are eligible to nominate and vote in the election. Please note: Board members may not serve consecutive terms exceeding a total of nine years.
Voting Information
At the close of nominations at 12 noon on Friday 10 October 2025, 5 nominations were received and accepted. In accordance with Regulation 11(3) of the Architectural Practice (Elections) Regulations 2025, a draw was held after the close of nominations to determine the order in which the names of candidates will appear on the ballot paper, and the result of the draw was as follows:

Brendan has over 35 years of experience, working internationally, nationally and locally provides him a great insight into the profession and how to successfully operate in different environments with the every changing needs and demands. Graduating in the UK then moving to Australia, he has worked for Architectural firms in the Middle East, Melbourne, Brisbane and Adelaide, successfully delivering a number of award winning projects across many sectors. Possessing a solution based approach, positive attitude, alongside a strong supportive and honest work ethic has enabled him to balance the varied needs and pressures of project needs and the profession. Passionate about mentoring, providing the support and guidance to the next generation, balanced against the need to adapt to increasing demands, technological changes, the every growing fee and program pressures whilst maintaining the core skills and ethos of the Architectural Profession. He feels he is at the stage in his career where he can start providing a positive contribution to the profession and impact in a meaningful way and believes he can start this as a board member for the APBSA. |
WARD, Stephen

Stephen’s experience in architectural practice and education has been recognised through awards and leadership roles at the state and national level. He has provided professional and academic leadership through the Australian Institute of Architects and the Association of Architecture Schools of Australasia, has been a member of numerous design juries, and an external examiner and reviewer of architecture programs at institutions nationally and internationally. Stephen has recently been appointed Dean, School of Architecture and Built Environment at the new Adelaide University. His teaching and research have included partnering with practice to encourage discourse and knowledge sharing. He has been responsible for the advancement of relationships between students, industry and professional associations and has led significant curriculum design and development. Stephen has contributed to architectural registration and accreditation as an Architectural Practice Examination (APE) Examiner, Chair of the national Accreditation Management Committee and long-term member of the accreditation standing panel for the Architects Accreditation Council of Australia. He has been recognised for his contribution to architecture as a Fellow of the Australian Institute of Architects and, as a member of the Architectural Practice Board of SA, he brings an intimate knowledge of the national architectural education and regulatory contexts. |

I am committed to strengthening and championing the architectural profession in South Australia. As a Director of Greenway Architects, I lead with a collaborative approach that unites culture, dialogue, and listening to deliver projects of excellence in Public, Education, and Civic architecture. My passion lies in turning ideas into built reality and creating better spaces for all through considered form, function, and detail. I bring deep experience in professional advocacy, currently serving on the SA Chapter Council, the State and National Practice Committees of the AIA, and as an Examiner for the APBSA. I also facilitate the ACA’s Keith Neighbour Study Group, supporting and mentoring graduates to achieve registration and grow into the next generation of leaders, as part of my position as a Committee Member of the ACA. I am also a driver of the Architect’s Mental Wellbeing Forum through the ACA. I believe my blend of practical project delivery experience, industry knowledge, and dedication to mentoring, uniquely positions me to contribute to the Board’s important work. If elected, I will work to support, represent, and strengthen the profession, ensuring architects remain empowered to deliver high-quality outcomes for the community and the built environment. |
COULTAS, Kirstie Lorraine

Kirstie is a strong ambassador of the South Australian Architectural, design and construction community. Throughout her education and career so far, she has actively promoted the profession and fostered the development of our future Architects. Valuing the opportunity of having a mentor during her formative years and the benefit of continuing this throughout her career, she has been both a mentor and a mentee. As a mentor and through involvement as a guest juror for the UniSA final year presentations, she understands the importance of stitching practice and education and the benefit to both parties. She sees the immense benefit of Architectural education, practice and the value this provides to allied fields. Kirstie has actively been involved in the architecture and design community throughout her career to date; and appreciates the importance of cross pollination between sectors in the construction industry. She is presently part way through her forth term on the SA Chapter Council where she serves as SA Chapter President, SA Education Chair and National Education Chair. She was awarded the SA Australian Institute of Project Management 2024 Project Professional Award and has sat on many state and national jury panels. |
MASULLO, Thomas

Thomas Masullo is a Director of Woods Bagot and an accomplished architect, board member, invited speaker and juror. With over 30 years of experience, Thomas has become a leading expert in designing sustainable, innovative, functional buildings that place emphasis on the needs and experiences of the people who use them. He has led a wide range of projects in various sectors; health and wellbeing, science, education, mixed-use, commercial, residential, and civic/cultural institutions. Notable award-winning projects include SAHMRI 1 and ABC, Adelaide Convention Centre, 83 Pirie St, Coopers Stadium and 88 O Connell St. Thomas holds a Bachelor of Architecture (Honours) from the University of South Australia and an AIA Fellowship recognising his outstanding contribution to Architecture. Thomas is a member of Woods Bagot’s Board, the Global Studio Executive, the Contract Review Committee, and is the business’s Global Management Leader. His passion continues to drive and elevate the business and design of the architectural profession. Thomas’s professional contributions extend to board roles within several industry organisations, including school boards, the Association of Consulting Architects and the Architects Practice Board of South Australia. These positions have allowed him to make significant contributions to the advancement of the architectural profession. |
Voting material will be forwarded to electors by post from Thursday 16 October 2025.
To be accepted, ballot papers must be received by ECSA by no later than close of voting at 12 noon, Wednesday 5 November 2025.
The scrutiny and count of ballot papers is scheduled to occur from 9:30am on Thursday 6 November 2025 at the Electoral Commission SA’s Central Processing Centre, 7 Hudson Court, Netley. The procedure for the scrutiny and count will be as follows:
- removing declaration flaps from ballot paper envelopes
- opening ballot paper envelopes and removing the ballot papers; and
- checking the formaility of ballot papers and commencing the count.

At the close of nominations at 12 noon on Thursday 9 October 2025, no nominations were accepted in the supplementary election of 1 Councillor for Willochra Ward. The Local Government (Elections) Act 1999, section 8(1) provides that the council must appoint an eligible person to the position.

Enrolment
If you are correctly enrolled for state elections in South Australia, you are automatically included on the council voters roll and will receive ballot papers through the post.
If you need to check or update your enrolment for future elections, you can choose one of the following options:

- Update my details online (for updates to your address, name or other contact details)
Council supplementary roll
If you are not enrolled on the state electoral roll you may be eligible to register on the council supplementary roll if you are:
- a resident or a non-Australian citizen who has lived at your residential address for one month or more
- an owner of an organisation or business
- an owner of a holiday home
- a sole owner, or group of owners, of a rateable property
- a sole occupier, or group of occupiers, of a rateable property
- a landlord of rateable property.
In accordance with section 15(5a) of the Local Government (Elections) Act 1999, council must purge the council's supplementary roll on 1 January of every election year. Therefore, all landlords, organisations, business owners or occupiers, and resident non-Australian citizens, must re-enrol from January 1 of every election year to be eligible to vote, with the exception of the City of Adelaide.
